Same thing here, I recently got a new Desktop and fresh installed And later reinstalled Win 11 and this issue occurs I have a ti and I've done everything that can possibly done for drivers for it and repeatedly messed around with and reset Nvidia control panel settings. It got to the point where I started thinking it was a hardware issue with the monitor or GPU but the issue occuring is what was described by exactly yourself and Zhylo.
All the same, even with the video playback stuff! I use darkmode so the darkening does seems to occur more frequently on that then on light mode but I can't stand light mode! Adding this post in the hopes someone with a solution can advise us I have tried dozens of things aswell just like you except other monitors and new cable but thanks for trying those too! Hopefully Nvidia fix this in their later driver updates but for now I'll just stick to I'm currently also on a fresh install of Windows 11, running nVidia driver It also has G-Sync, but I don't know how much of a role that plays. Good to know that it seems to be a software issue, and not some broken GPU or something. I have the same issue.
